BIOGRAPHY

A child of the Great Depression, Lillian is the product of a society that raised children to be respectful and responsible – to serve for the greater good and to serve whenever needed.

The valedictorian of her graduating class in 1946, Lillian went on to obtain a degree in chemistry at what is now Georgia College and State University in Milledgeville, Georgia, before marrying Jack Webb, a childhood friend since the first grade. Over the next two decades Lillian, Jack, and their four children made a life together in a home within a block from the one in which she grew up.

In 1968, she decided to add “public servant” to her list of titles – without telling her husband, she put her hat in the ring for city council member of Norcross. Jack discovered her decision to run for city council while reading the newspaper! Lillian won that election, becoming the first elected female city council member in Norcross.

In 1974, Lillian broke the Norcross political glass ceiling - again - to become the first elected female mayor of Norcross. As her first task in office, she immediately set her sights on improving the water system. Between 1975 and 1977, Lillian led the City of Norcross in a $26 million revamp of the water and sewer system.

She served as the Norcross mayor from 1974 to 1984 – and again from 1996 to 2007. In between, she found time to become the first female Gwinnett County Commission Chairman.

During her time as Chairman, Gwinnett was rated the “fastest growing county in the nation.” Lillian had a vision for her community, but she was met with a lot of resistance. Lucky for us, Lillian and the board of commissioners stayed on their path. Lillian believes that one of their greatest accomplishments was creating the historic SPLOST legislation, which passed and funded the building of the Gwinnett Justice and Administration Center that is used today. Gwinnett continues to benefit from many of her other accomplishments, such as:

  • Ronald Reagan Parkway,
  • The Yellow River Water Reclamation Facility,
  • The county’s first senior center,
  • A $25 million runway expansion at Briscoe Field,
  • A master plan of Sugarloaf Parkway,
  • The first public golf course in Gwinnett County,
  • A county-wide park system,
  • A new jail,
  • The creation of our current library system and many more.
Lillian also served as the first female president of the Georgia Municipal Association. She served on the Gwinnett Chamber of Commerce Board of Directors, the Atlanta Regional Commission, the Georgia Department of Community Affairs, the National League of Cities, the National Department of Energy Advisory Board, the Gwinnett Hospital Authority, and the American Cancer Society.
