ABOUT THE SPEAKERS

Georgia State Senator P.K. Martin IV

Senator P.K. Martin, a Republican, represents the 9th district, which includes portions of Gwinnett County, and serves as Governor Nathan Deal’s Floor Leader in the State Senate.

Sen. Martin is the Vice-Chairman of the Higher Education and the State and Local Governmental Operations Committees. He is Secretary of the Insurance and Labor Committee and an active member of the Senate’s Transportation Committee.

Martin was named the 2017 Legislator of the Year by the Technology Association of Georgia for his efforts as Chairman of the Senate Information Technology Corridors in Georgia Study Committee.

After the 2017 Legislative Session, Senator Martin was honored with the “1849 Friend of Medicine Award” from the Medical Association of Georgia and named as a “2016 Powerhouse Policymaker” by Georgians For A Healthy Future for successfully sponsoring S.B. 302, a new law to improve accessibility and accuracy of healthcare provider directories.

In 2015, GOPAC, an organization committed to educating and electing a new generation of Republican leaders, chose Senator Martin as a member of their 2015 Class of Emerging Leaders.

Senator P.K. Martin is an active participant in his community. He was elected Chairman of Professional Insurance Agents Southern Alliance and formerly served on the board of Providence Christian Academy. He is also a member of the Lawrenceville Rotary Club and a former member of Lawrenceville Kiwanis.

Senator Martin is a Lawrenceville native. He received his Bachelors degree in International Affairs from the Georgia Institute of Technology. A small businessman and insurance agent, he works at Hood Insurance Agency in Lawrenceville.

Georgia House Representative Chuck Efstration

Charles P. Efstration, III (“Chuck”) represents House District 104, which includes Dacula, Lawrenceville, Auburn, Buford, and Hoschton addresses in Gwinnett County. Chuck has served as a member of the Georgia House of Representatives since December 13, 2013.

Chuck Efstration grew up in Gwinnett County and graduated from Greater Atlanta Christian School. He received his bachelor’s degree from the University of Georgia’s School of Public and International Affairs. Efstration earned a Juris Doctor from Mercer Law School in Macon where he was elected by his peers to serve as Chief Justice of the Honor Court.

After graduating from law school, Chuck served in law enforcement as a Gwinnett County Assistant District Attorney. As a felony prosecutor, Efstration conducted trials, assisted in criminal investigations, served as an instructor at the Gwinnett County Police Academy, and appeared as a special prosecutor in Gwinnett juvenile and accountability courts.

As a member of the General Assembly, Efstration has successfully carried legislation to increase penalties for human trafficking, create a new criminal offense of “home invasion,” reform Georgia’s early care system, and assist caregivers with uniform acts for guardianship and powers of attorney. He has also worked on legislation in the areas of tax, criminal justice reform, and education policy.

Governor Nathan Deal appointed Rep. Efstration in January 2017 to serve as an Administration Floor Leader. Efstration also serves as a member of the Judicial Nominating Commission and the Criminal Justice Reform Council.

Rep. Efstration is active in the community as a member of the Rotary Club of Gwinnett County and a past president of both the Gwinnett Republican Party and the Gwinnett Bar Association.
